1 of 2: Do the "My Kind Of Town" Primm faction quest's first objective to find Deputy Beagle.
2 of 2: After you find him, you can pickpocket or kill him to get his journal, but it's better to rescue him. You can then talk to him in the Vikki and Vance Casino about the man in the checkered suit to get the same info that's in his journal.
