Acquire a set of surgical tools.
1 of 4: Go to the New Vegas Medical Clinic (location 6 on the Zone 2 Map) and wait if necessary for it to open.
2 of 4: Inside, talk to Doctor Usanagi and ask to see what she has for sale.
3 of 4: You can buy the surgical tools from her merchant inventory, but there is a way to get them for free.
4 of 4: Go into the room with the two operating tables, then sneakily steal the surgical tools from the first aid box that's on one of the tables.
