How do I kill the president with Cato's bomb?
1 of 6: It's a vertibird bomb, so you'll have to get up onto the visitor center's roof where the vertibird is parked.
2 of 6: Stay near Cato until the president and his ranger bodyguards reach the stage. You don't want those bodyguards spotting you and turning everyone hostile.
3 of 6: Go up the steps to the visitor center's upper doors, which are now locked and unpickable. You'll need to go around on the left side and use a ladder to get to the helipad.
4 of 6: Unfortunately, the ladder is guarded. To get past the guard without turning everyone hostile, you'll have to sneak past using a stealth boy, walk past while wearing an NCR Engineering Jumpsuit, or talk to the guard about seeing the president's vertibird and pass a Speech 50 check.
5 of 6: Make sure you don't get too close to Ranger Grant as you go over to the ladder. Climb it to get onto the helipad, then activate the vertibird and choose to plant the bomb.
6 of 6: Look over the side of the roof to make sure Ranger Grant isn't near the ladder, then climb back down it and carefully make your way to the monument that's west of the visitor center. There, you can stand and wait for quest success.
