Fallout: New Vegas Hints
Kill the NCR Hostages.
1 of 6: Follow Ranger Milo to a hilltop, where he'll start shooting at the nearest Legion soldier.
2 of 6: After he kills the soldier, go down and loot the body, then go to the center of Nelson where the three NCR hostages are hanging on crosses.
3 of 6: Either attacking or freeing the hostages will immediately turn the local Legion soldiers hostile, so quicksave before doing either one. (You might also want to do the Legion's "We Are Legion" quest if you haven't already.)
4 of 6: One hostage-killing plan is to get the two C-4 plastic explosives and the detonator from the footlocker at Milo's checkpoint, then set one of the explosives in the approximate center of the crucifixion platform. Retreat to Milo's hilltop and use the detonator to blow up the hostages.
5 of 6: If you have a scoped weapon like a sniper rifle, you can use it to snipe down the three hostages from Milo's hilltop. You could also use non-scoped weapons like missile launchers, but you'd have a harder time aiming since you couldn't see your targets very well.
6 of 6: If you have a Stealth Boy, you could use it while on the crucifixion platform, then either free the hostages or kill them with a silent weapon. After that's done, sneak your way out of Nelson to avoid combat.
