Find Carlitos to help Joana escape Gomorrah.

  • 1 of 2: To find Carlitos, enter the Vault 21 Gift Shop in the Strip's southern section, then enter Vault 21 and go down the stairs to the big dining area. He'll be wandering around in it somewhere.
  • 2 of 2: Talk to him about Joana to get the "Talk to Joana, on Carlitos' behalf, at Gomorrah" objective, which is where you would've started if you'd gotten the quest from Carlitos.
