Find Frank Weathers' Family.
1 of 6: Frank's three family members are currently caged as slaves in Cottonwood Cove (location 33 on the Zone 4 Map).
2 of 6: As you approach the cove, tell the guard who accosts you on the road that you're a friend of the Legion. That'll work if your rep with Caesar's Legion isn't low. If it is, pass a Speech 35 check or finish the "Ring-a-Ding-Ding!" main quest to get a free pass.
3 of 6: Find the Cottonwood Cove HQ building, then look behind it for a large cage with three people in it and a Legion guard named Canyon Runner.
4 of 6: Unfortunately, sneakily picking the lock on the cage or stealing the key from Canyon Runner won't help you. Even if you open the cage and remove the explosive collars from all three of the captives, the whole camp will turn hostile.
5 of 6: Talk to Canyon Runner and ask how much it would cost to buy all three of them. He'll take 300 caps, or 150 with a Speech 50 check.
