RAUL: Old School Ghoul
1 of 7: After finishing the "Crazy, Crazy, Crazy" follower quest, talk to Raul and have him tell you about himself.
2 of 7: Ask how you can make the best use of his skills, then say that he must have some skills.
3 of 7: After saying that lots of older people are of use to their friends and communities, you'll need to find three such people to talk to.
4 of 7: One of them is Ranger Andy in his bungalow in Novac (location 15 on the Zone 4 Map). Talk to him about the NCR and the rangers, or just ask him what he does there, then exit the bungalow and move away from it to get Raul to talk to you about him.
5 of 7: Another one is Loyal at the Nellis AFB. Get the Boomers' "Volare!" faction quest, then talk to Loyal about anything. After the conversation is over, Raul will talk to you again.
6 of 7: The third one is Corporal Sterling at Camp McCarran (location 37 on the Zone 1 Map). Find him in one of the western tents and ask him if he's always been with the First Recon. Move away from the tent to get Raul to talk to you again.
7 of 7: At the end of the third conversation with Raul, you'll be able to decide which of the two perks he gets. As mentioned in the above question about exactly what you say to Raul, there'll be a Speech 66 check on one of the two options.
