1 of 6: Skeeter in the Junkyard will be willing to give you a car part in exchange for a super tool kit.
2 of 6: People in similar occupations probably have similar needs for tools.
3 of 6: Smitty in the junkyard of The Den will be able to sell you a toolkit if you're willing to pay the money. You will also probably find some in late-game destinations, like San Francisco.
4 of 6: You can also get one for free by solving a quest.
5 of 6: Try Vault City.
6 of 6: Get Valerie her tools, and then go talk to her once she's ready to talk to you. She'll have a surplus tool kit to offer you.
