How do I steal the fuel for the tanker?
1 of 6: Look for someone who is good at stealing things.
2 of 6: Especially with computer hacking.
3 of 6: Talk to Badger.
4 of 6: Ask him to steal it, and he'll do that for you. But make sure that there's nothing else you want from Badger at the same time -- you only get one chance to ask him for a favor.
5 of 6: In particular, you may get a quest to steal some vertibird plans later on. If you want to solve that quest later, don't ask Badger to help you yet.
