Is there any way to open the blast doors?
1 of 2: The two large blast doors -- one in the guard barracks, and one on the presidential level -- will only open up in an emergency.
2 of 2: Wait until you've freed the prisoners, and the doors will then be open for you. This should give you a nice shortcut from the presidential level up to the top of the base.
