Unique Hat Tip
1 of 4: Use the ceiling cave-in that's in the NW ground-floor apartment to get up to the second floor, then use its east door to enter the hallway.
2 of 4: Go through the doorway on the right, then unlock the door that's to the right of the wrecky bathroom. (TIP: Jump to the bathroom's tub to find some flamer ammo in it.)
3 of 4: In the bedroom past the locked door, look under the small table to the left of the bed for a locked floor safe.
4 of 4: If your Lockpick skill is 50 or higher, you'll be able to open the safe and claim the unique Hat of the People item.
