1 of 3: This unique head wrap has the following properties: damage resistance +2, Luck +1, Charisma +1.
2 of 3: It's being worn by Three Dog in the Galaxy News Radio building, which can't be entered until after you go there on an early Main Quest.
3 of 3: You could kill him for it, but that isn't anywhere near worth the trouble. You should instead pickpocket it from him.
