The Regulators
1 of 8: The Regulators are a group of loosely organized enforcers who strive to uphold their idea of justice and goodness in the near-lawless wasteland. Their headquarters is at secondary location a on the Zone 6 Map.
2 of 8: The HQ shack's door will be unopenable for you until you get the Lawbringer perk, which starts being available once you reach level 14.
3 of 8: Soon after you get it, you'll magically gain a note about the Regulators in your Pip-Boy's Data/Notes section, and their HQ shack will be open to you.
4 of 8: Go inside and loot the place of items, then talk to Sonora Cruz in her upstairs room.
5 of 8: Agree to join the Regulators to get your very own Regulator Duster coat.
6 of 8: From then on, you'll get a finger item whenever you loot the body of an evil entity that you've killed. You can trade the fingers to Cruz for 5 caps each and a karma increase.
7 of 8: Besides raiders and slavers, you can get fingers from super mutants, Talon Company mercs, and Enclave personnel.
8 of 8: You can also get a special finger from a special bad guy named Junders Plunkett.
