How can I get this quest?
1 of 4: You won't be able to until you've finished the first two sets of Main Quests.
2 of 4: After you do, fast-travel back to Vault 101 (location 1 on the Zone 8 Map) and check the Data/Radio section of your Pip-Boy.
3 of 4: You should have a "Vault 101 Emergency Frequency" to listen to.
4 of 4: It's an automated distress signal that Amata is sending to you personally, and listening to the whole thing will get you this quest.
