2 of 5: Tell Shorty to wait where he is, then make sure the basement is free of hostiles.
3 of 5: Go back and get Shorty to follow you, then return to Red's cell on the ground floor and get her to follow you.
4 of 5: After quicksaving, go outside through the door near the cell area and see if you can fast travel back to Big Town. You'll be able to if you killed off all the nearby super mutants earlier.
5 of 5: If not, quickrestore and get Shorty and Red to wait for you, then go outside and kill any nearby super mutants. When you're able to fast-travel, go back inside and get Red and Shorty to follow you again, then go outside and fast-travel to Big Town.
