1 of 4: When you talk to Vance, the first issue to discuss will be the raids on Arefu.
2 of 4: You can get the raids to stop if you pass a Speech Challenge, use an attribute- or skill-related dialogue option, or if you've already talked to all the family members about their laws (or read about them on the Family terminal).
3 of 4: TIP: The best choice is to pass the Speech Challenge or use an attribute- or skill-related option, then suggest that Arefu donate blood packs in exchange for the Family protecting them.
4 of 4: After that, tell Vance what Ian's decision was to finish the conversation and get a shishkebab schematic. (See the Custom Weapons hints to learn more about it.)
