Tell Roy Phillips the Ghouls can move in.
1 of 4: Go back down to the tower lobby, then leave the tower and fast-travel to Warrington Station.
2 of 4: Use the chain gate to reenter the Warrington Station metro area, then go back to where Roy Phillips is.
3 of 4: Tell him that he and his ghoul pals can move into the tower now, and you'll get the same ghoul mask item you'd have gotten if you'd helped him slaughter the tower residents.
