1 of 4: This bobblehead is in Arlington House, which is halfway between Arlington Cemetery North (location 6 on the Zone 9 Map) and Arlington Cemetery South (location 10). That's all inside the Arlington National Cemetery interior region, so see the D.C. Ruins Interior Regions hints for a way to get there.
2 of 4: After you enter the house, go through the doorway that's to the right of the bottom of the stairs.
3 of 4: Past another doorway are some stairs leading down to the cellar.
4 of 4: Go straight forward from the bottom of those stairs to find the shelves with the bobblehead on it.
