1 of 3: After getting the "Okara needs more people" mission and then finishing the "Hunt the nasty shadowbeasts" mission, talk to Candela about going to Okara.
2 of 3: All you have to do is tell him to go, and he'll go. You'll get 1000 XP and eight Okara rep points.
3 of 3: Tell Mannig about him to get 200 gold and 500 XP.
