Rakus the Fire Mage should go to Okara.

1 of 3: After getting the "Okara needs more people" mission and then finishing the "Rescue Rakus the Fire Mage from the cave of the undead" mission, talk to Rakus about going to Okara.
2 of 3: All you have to do is tell him to go, and he'll go. You'll get eight Okara rep points and one Rebel rep point.
3 of 3: Tell Mannig about Rakus to get 500 gold and 500 XP.
