1 of 2: Find the supply crate that's on a beam on your level, pull it in with the gravity gun, and toss it down to the lower floor.
2 of 2: Then, as tedious as it is, go back to the power-lock door you stockpiled armor batteries and health vials at and ferry all or most of those items back here to drop to the lower floor.
