How can I open the iron gate that blocks the stairs up to level 4?
1 of 4: You'll need a special key.
2 of 4: Maybe someone in the Officer Tower will have one.
3 of 4: If you visit level 3 after Riki (who's on level 4 of the main fortress) tells you about Isair and Madae meeting with half-dragon envoys on the War Tower's aerie, a neo-orog named Stubnok will refer you to Captain Pudu in the Officer Tower.
4 of 4: You can't find Pudu or get the key until you're on the "Defeat Isair and Madae" main quest, so you'll have to wait until then.
