Where and when can I find Captain Pudu?
1 of 4: Check out the fourth and top level.
2 of 4: If Bisbe is running around and trying to make the place presentable, then you haven't done what you need to do in order to get Pudu up there.
3 of 4: Pudu and his half-dragon "ladyfriend" won't arrive until you talk to Stubnok on the third level of the war tower, and he won't be there until you learn of the upcoming half-dragon treaty from Riki.
