Civilians.
1 of 5: Go over to the two sets of ramps, then go up the one on the left and enter the nearby building that has the number 253 to the right of its doorway.
2 of 5: Go over to the window behind the desk to get the next objective. After it's done, go over to the top of the ladder that's on the other side of the building.
3 of 5: Don't go down the ladder yet, but look across the area to see some enemy troopers that you can shoot.
4 of 5: After you get them all, you'll be able to quicksave. Do so, then look all around the area for ammo and other supplies.
5 of 5: Talk to the civilians that are between buildings 5 and 7, then take cover near the building 7 entrance while waiting for the "Defend Civilians" objective.
