2 of 3: If nothing else does, then you've obviously allied with the Dragons. That really makes the shop proprietors mad.
3 of 3: You shouldn't ally with either the Dragons or the Dragon Hunters until you're thoroughly through with everything else in the Garrote Gorge area.
