Advanced Lock-Opening Tips
1 of 4: One quick fix for tougher locks would be to find some scrolls of Ekash's Lock Splitter, since they can open any lock. They can be found in random treasure in most bandit caves once your character level is higher than 10. (Due to this fact, you may want to put off raiding most or all bandit caves until you've trained up to level 11.)
2 of 4: Some caves that are fairly easy to get to and that are very likely to have Ekash scrolls for level 11 characters are Zanabi and Yasamsi (locations 18 and 30 on the Balmora map) and Beshara, Nund, and Ansi (locations 12, 14, and 15 on the Vivec map). Most bandit loot is random, so save your game before you enter a cave and then restore and try again if you don't get any Ekash scrolls.
3 of 4: If you care nothing about doing the Thieves Guild faction quests, you could kill Gentleman Jim Stacey at any time to get his wondrous Skeleton Key, which can open any lock and has 50 uses. You can find Stacey in the back room of Simine Fralinie's book store in Vivec's Foreign Quarter Canalworks.
4 of 4: Other than that, your best bet for opening tough locks early in the game will probably be to have an enchanter make you an item that can be used to cast a powerful Open spell. See my Enchanting Tips for more details.
