The Elder Scrolls III: Morrowind Hints
How do I free the slaves in Hlormaren?
of 9: Have you found them on the underground level and up in the dome?
of 9: You can get to the underground level by entering the bottom level from outside and then finding the door that leads underground, or you can enter the sewers and find your way in from there.
of 9: To get to the dome, enter the bottom level from outside, find the door that leads to the top level, and then find the door that leads outside from the top level. Then you can easily find the door that leads into the dome.
of 9: As for the key you need, there are three copies.
of 9: One is being carried by Arkming, who's guarding the cells in the underground level. You can kill him and take it.
of 9: Another is in Avon Ravel's chest on the bottom level. Find and kill Ravel to get his key, then go open the chest. (Note that this way is very tough due to Ravel having a powerful dagger that can paralyze you.)
of 9: The third copy is in a locked chest in the dome. The key to the chest is in the possession of Brilnosu Llarys, who's standing outside. You can pickpocket or kill her, or just open the chest with a lockpick or spell.
of 9: Once you have one or more of those keys, go free all the slaves by talking to them. As always, you can then pick up their shackles to sell elsewhere.
of 9: Also, if you haven't done this already, talk to an already-freed slave about "go free." If you've freed several slaves before, you should get the "Twin Lamps" topic. See the following link for more info on this.
