Hlaalu Hortator
1 of 7: To become Hortator of a Great House, you have to get every councilor of that house to agree to vote for you. For Hlaalu, you need votes from:
Crassius Curio in his manor in the Hlaalu Plaza in Vivec Yngling Half-Troll in his manor in the St. Olms Plaza in Vivec Dram Bero in the Haunted Manor in the St. Olms Plaza in Vivec Nevana Ules in her manor at location 19 on the Bal Ur map Valenda Omani in her manor at location 13 on the Vivec map
2 of 7: Find each councilor and talk to him about "Hlaalu Hortator."
3 of 7: If you're a member of House Hlaalu, Curio will vote for you if you give him either a kiss or 500 gold. You might as well kiss him since there's no penalty to doing so (except that sick feeling in the pit of your stomach). If you're not a Hlaalu member, you'll have to hand over 1,000 gold (or you might have a chance to kiss him if his disposition is very high).
4 of 7: Yngling Half-Troll wants 1,000 gold for his vote (2,000 from non-Hlaalu members), but you can get away with killing him instead. Other Hlaalu councilors even want you to do it due to his corruption, so just close his bedroom door and let him have it.
5 of 7: You won't have any trouble getting Dram Bero to vote for you once you find him in the Haunted Manor, but he warns you that Ules and Omani are Orvas Dren's flunkies, and they won't vote for you unless Dren is dealt with.
6 of 7: You may have already gotten Dren to see things your way (or killed him) in a Hlaalu quest. If so, just visit Ules and Omani to get their support. If not, see the following link to find out how you can get Dren to cooperate (and then go see Ules and Omani).
7 of 7: Once everyone is on board with this, talk to Curio again to be officially made the Hlaalu Hortator and to get the Belt of the Hortator (which is especially nice for magic-users since it gives a constant Fortify Magicka of 20 points).
