The Elder Scrolls III: Morrowind Hints
Challenge Venim to a duel.
1 of 8: Once your stronghold is completed (except for the enhancements available only to the highest two ranks), you'll need to do this and other councilor quests to earn the support of the House Redoran councilors and become Archmaster.
2 of 8: This is the last councilor quest and it's the one that gets you promoted to Archmaster at last.
3 of 8: After doing all the other councilor quests and being promoted to Councilman, go talk to Athyn Sarethi in his manor in Ald'ruhn's Manor District.
4 of 8: He'll say that Bolvyn Venim will never support you for Archmaster but will fight a duel with you.
5 of 8: Go see Venim in the Private Quarters of his manor to get the duel arranged.
6 of 8: When you're ready, go to the Arena in Vivec and enter the Arena Pit area and fight Venim to the death.
7 of 8: NOTE: You may have already dueled him in the main quest become the Great House Redoran Hortator. If not, see that quest for some tips on beating Venim.
8 of 8: Once he's dead, you're the new Archmaster.
