1 of 7: Jamila first appears at the end of tunnel 2, where she really shouldn't ought to be.

3 of 7: Talk to Abdullah, and he'll go try to roust her out of the place (thus exposing his own spot for a while). However, that's not too helpful, since she takes her bag with her, and the reason you wanted to shift her was to look through her bag.
4 of 7: You'll next find Jamila in the big room in tunnel 3, where she stays for the rest of the game. The way to get her to move now is to exploit her fascination with the tomb.
5 of 7: Talk to her and look for a conversation option about something fascinating happening in another area of the tomb, and she'll immediately trot off to see, leaving her bag conveniently behind.
7 of 7: -- and talk to Dylan on the phone, you'll have a very good reason for getting her out of the way, and yet Nancy won't give you chance for a very long time. When this happens, forget about Jamila for a while and just go on about solving other problems. You'll get a chance before the end of the game, but only just.
