This ring is a leveled item. Check the chart below to see what you'll get based on your level. If it's not good enough for you, wait until you've leveled up some more before you get the ring.
NOTE: The ring for level 20+ characters really is weaker than the one for level 10 to 19 characters. Apparently someone messed up in defining this.
