1 of 4: Count Andel Indarys can be found in Castle Cheydinhal's County Hall during most of the daylight hours.
2 of 4: Talk to him about "Aid for Bruma" to learn that he'll send it after you close the nearby Oblivion gate.
3 of 4: This is accomplished during the misc. quest "The Wayward Knight," so go do it if you haven't already.
4 of 4: After closing the Oblivion gate, talk to the count about "Aid for Bruma" again to get it sent.
