Kvatch
1 of 3: To get aid from what's left of Kvatch, you'll have to talk to Savlian Matius.
2 of 3: If you've already done his misc. quest "The Battle for Castle Kvatch," he'll be in Kvatch Castle's Great Hall and will readily agree to send aid to Bruma when you ask him for it.
3 of 3: Otherwise, he'll still be in the Chapel of Akatosh, and you'll have to do the above quest before he'll send aid.
