1 of 4: It's in the Arcane University's Lustratorium area, which you won't have access to unless you've finished the Mages Guild recommendation quests.
2 of 4: Look on the scales that are on top of the desk in the west corner of the Lustratorium.
3 of 4: You should find one portion of refined frost salts on the scales.
