The Elder Scrolls IV: Oblivion Hints
Step 1: Activate the Old Way
of 9: For this step, you need to get into the palace basement.
of 9: Travel to the Palace District and enter the Elder Council Chambers building.
of 9: Turn left and go along the curving corridor to reach the locked door to the basement.
of 9: Go into Sneak mode down next to the door while the patrolling guard is out of sight, then pick the lock and go through.
of 9: TIP: You can pickpocket a key to this door from any palace guard.
of 9: You're going to have to sneak around the basement without the resident guard detecting you, since it's an instant bounty if he sees you.
of 9: TIP: Now would be a really good time to equip any constant-effect Chameleon items that you've obtained or created. See the Sneaking Tips for more info.
of 9: If you can't sneak around successfully, then just run for the giant hourglass at the other end of the basement's curving walkway.
of 9: Click on the hourglass to activate it and get a journal entry, then surrender to the guard if he saw you.
