The Elder Scrolls IV: Oblivion Hints
Go Fish
1 of 10: Go to Weye (location 20 on the Heartlands map) and talk to Aelwin Merowald.
2 of 10: Ask him how you can help, then ask him about the scales.
3 of 10: He'll send you to a spot almost directly north (check the world map for a green pointer) where you can find the special Rumare Slaughterfish.
4 of 10: WARNING: These are much tougher than the average slaughterfish, so come prepared for some fairly hard fights.
5 of 10: To find the first fish, get in the lake and swim over to where the green quest arrow is pointing.
6 of 10: Soon after you kill that fish and get its scales, the quest arrow will move a bit to the north, pointing the way to the next fish.
7 of 10: Keep following the quest arrow along, killing Rumare Slaughterfish and getting their scales, until you have twelve.
8 of 10: TIPS: Do this during the day and with a Detect Life spell in effect to help you quickly find the fishes (which usually swim around on or near the water's surface). Also, you could try having a long-lasting Water Walking spell on to make it harder for them to attack you.
9 of 10: After you get twelve scales, return to Merowald and turn them in to get a magic ring called Jewel of the Rumare (enchanted with Water Breathing and Fortify Athletics 4 points effects).
10 of 10: You can also steal the old guy's retirement money if you want to.
