Getting to the Water Tank
1 of 4: To get to the water tank area, you'll first have to lower the water around the Four Way Tower without going all the way back to the pumping station (and thereby losing access to the tower). To accomplish this, head south from the tower and then west at the path split that also leads south to the generator complex.
2 of 4: After passing a green seven-button panel, turn north and head through the brick building and all the way north to the square building. Enter it and yank the lever that's next to the big pipe segment.
3 of 4: Go out the door near the lever and turn the wheel that's out there. That's what lowers the water around the Four Way Tower. (The lever inside did something else that'll help us later on.)
4 of 4: Return all the way south to the Four Way Tower and approach its south exit, which is now uncrossable. Just to the west is a ladder leading down to a low-hanging bridge that was previously underwater. Climb down that ladder and up the next one, then continue on to enter the water tank area.
