2 of 9: -- go driving again "to hit toys." The decals are awarded when you hit things on the road; the C.O.P.S. will tell you when you get one. There are five decals and an upgrade decal if you get all five. Each decal will require a separate trip, and some of them need you to go in a specific direction (from the neighborhood to the North Pole or vice versa).
3 of 9: A small caveat here, though: I've only ever been able to pick up one or two decals. That means I'm guessing on this section. If you find some better strategy for getting the decals, let me know; when I update the hints, I'll give you credit for your brilliant advice.
4 of 9: The easiest one is for hitting the required number of Elmers a second time. This will usually be harder than the first round -- you have to hit more Elmers in less time.
5 of 9: The bowling pins are also fairly easy; just hit them dead on so you get a strike.
6 of 9: For the others, you need to use your gun. For example, at some point you'll see a huge cheese roll in from a side street; shoot it.
7 of 9: If you go driving for toys starting from the North Pole, keep your eyes peeled for a blimp, then pop it.
8 of 9: There's also a piano hanging from a block and tackle at some point. Shoot it down, and you're in like Flynn.
9 of 9: To see your decals, look at the back of the DeSoto as it's parked in front of Sybil's place. Saweet!
