4 of 7: Ellen O'Connor in her office on the 18th floor is the one to ask.
5 of 7: Click on the elevator-icon topic when you talk to her.
6 of 7: She'll tell you that the 4th floor in the maintenance floor.
7 of 7: So the second digit in the lockbox's combo must be 4.
