How can I get to the detained American officers and talk to them?
1 of 6: They're being held in the big room with plants and stuff up on the third floor. If you've taken out all the guards on all three floors, you'll have already found this room.
2 of 6: ALTERNATIVE: If you're just sneaking around, you can get to the Americans' room by shimmying up segments of the huge sculpture that's in the lobby near the security desk and then walking along ceiling beams until you find a crawl space.
3 of 6: The Americans are the blindfolded guys who are standing together near a ceiling light and a security camera.
4 of 6: OCP the camera and sneak carefully over next to the guy who's furthest from the security camera. (Yes, sneak -- he can't see that you're a friend, and will get scared if he hears someone approaching.)
5 of 6: Talk to him to fulfill your first primary objective and get the next two.
6 of 6: NOTE: You'll have to sneak noiselessly away from the blindfolded guys after you're done talking to one, and will probably need to OCP the camera again.
