The Elder Scrolls IV: Shivering Isles Hints
The End of Order
of 13: Right after you get your Staff of Sheogorath finished, a Daedra messenger will run up to you and say that the Captain of the Palace Guard wants to talk to you about something.
of 13: Go over to where the captain is standing and talk to her to learn that one of the obelisks outside the palace has gone active.
of 13: You can tell her that you'll lead the attack in order to get her and the other nearby Daedra to join you, or you can have them attack on their own while you take care of things by yourself.
of 13: It doesn't really matter which of those options you choose -- the key to quickly shutting down the obelisks out there is your new Staff of Sheogorath.
of 13: Go outside with the staff out and ready, then use it to blast any groups of knights that you see.
of 13: Go down the steps and turn left to find the first obelisk that you need to deactivate.
of 13: You don't need to worry about killing its attendant priest -- just get three Hearts of Order pumped into it as fast as you can. (Kill some knights and loot them if you're short of hearts.)
of 13: TIP: After freezing nearby foes, go around to the back of the obelisk to put hearts into it. That way, you're less likely to be seen by any enemies who are still moving.
of 13: Soon after the third heart is put into that obelisk, you'll get a journal entry saying that the other one has gone active. (This will also happen if you wait too long to deactivate the first one.)
of 13: So repeat the process with it. Freeze enemies as needed with your staff as you put three Hearts of Order into the obelisk.
of 13: Then run around and dodge enemies until they all disappear in a big flash, and the giant juggernaut known as Jyggalag appears.
of 13: It's a big one-on-one battle between you and him, and you've got the whole Palace Grounds area to fight it out on.
