The Elder Scrolls V: Skyrim Game Add-Ons (DLC) Hints
Bring 10 Stalhrim Ore and 15 Ebony Ingots to Halbarn.
1 of 4: After finishing the "Retaking Thirsk" side quest, talk to Halbarn Iron-Fur in the Thirsk Mead Hall (or outside at the forge) and ask if he's getting back to work.
2 of 4: The 15 ebony ingots should be fairly easy to get, especially if you're high-level enough for most blacksmith merchants to sell them.
3 of 4: The stalhrim ore is going to be a lot more trouble. You'll have to get an ancient nordic pickaxe, then locate stalhrim-encased skeletons to "mine" for ore.
