The Elder Scrolls V: Skyrim Game Add-Ons (DLC) Hints
Talk to Baldor Iron-Shaper.
1 of 4: Return to the Skaal village and follow the quest arrow to Baldor, then talk to him to hand the map over and finish the quest.
2 of 4: You'll now be able to create stalhrim weapons and armor at forges provided you have the Smithing skill's Ebony Smithing perk, plus all the required materials.
3 of 4: The required materials include stalhrim ore, so check the list below to see where all it can be mined. Note that the 10-deposit area is the one marked on the Stalhrim Source Map. Also note that you'll need an ancient nordic pickaxe to mine stalhrim deposits.
