Bring 10 fire salts to Balimund.
1 of 3: Go to Riften and find Balimund working the forge that's next to the open-air marketplace. Say that he seems quite proud of his work, then volunteer to bring him some fire salts.
2 of 3: Fire salts can be gotten by killing "real" flame atronachs (not summoned ones), but there are easier ways, including buying them from alchemy shops.
