What if I'd rather save the gold and go there on foot?
1 of 3: Fast-travel back to Ustengrav, then go NW toward the quest marker until you reach the East Empire Company Warehouse.
2 of 3: Get up on the dock and use the stairs that lead to an upper pathway, then turn left and follow the path past Katja's Farm.
3 of 3: Turn right at the path split to reach Solitude's entrance gate.
