Meet Malborn in Solitude.
1 of 4: If you don't mind spending a bit of gold, you can go to any stable (like the one in Whiterun) and pay the carriage driver to take you to Solitude.
2 of 4: After entering Solitude, go a short way forward and look to your left for the Winking Skeever inn.
3 of 4: Enter the inn and look for Malborn at a table near the back. Talk to him to get the next objective.
4 of 4: NOTE: You shouldn't talk to Malborn to continue this quest unless your skills for fighting tough enemies or sneaking past them unseen are very high. Go practice them up and/or do other quests first if necessary.
