1 of 3: You'll only get this objective if you talk to Brynjolf in the Bee and Barb inn at night.
2 of 3: Wait until morning, then go to the marketplace and find Brynjolf in his stall.
3 of 3: Talk to him and tell him you're ready to get the next objective. (Note that you might want to do the "Locate a clue about Brand-Shei's past" miscellaneous quest before you tell Brynjolf you're ready.)
