Talk to the Jarl of Whiterun.
1 of 2: Travel to Dragonsreach and talk to the Jarl about trapping a dragon in his palace.
2 of 2: Keep talking to him about it until you get the "Get Greybeards' help in negotiating a truce" objective. (Note that you'll skip that objective if you've done enough Civil War Quests to nearly or completely defeat one of the two sides.)
