Shadow Gulum-Ei.
1 of 4: Back off a bit, then wait for Gulum-Ei to get up and walk away.
2 of 4: There's no need to sneak yet, but keep your distance as you follow him. If you lose him, head down to the East Empire Company Warehouse area, since that's where he's going.
3 of 4: After Gulum-Ei goes through the locked door at the end of the long boardwalk, you'll need to do the same. Crouch down and sneakily pick the lock if you didn't pickpocket the key from Gulum-Ei earlier.
4 of 4: If you're a tough warrior type, you can fight your way through the warehouse area without worrying about getting a bounty. However, it's best to sneak through, even if you didn't bring any Invisibility potions.
