Meet with Skjor at night.
1 of 3: If it was between 6 pm and 8 am when you talked to Skjor for the previous objective, you can follow him to the meeting point.
2 of 3: Otherwise, wait until after 6 pm, then find Skjor on the path that leads from the training area to the Skyforge.
3 of 3: Move up to Skjor to see if he'll talk to you and give you the next objective. If not, wait until Aela the Huntress shows up and uses a secret door, then talk to Skjor to get the next objective.
